Paver bricks over concrete slab

I'm replacing the old flat roofed attached garage and will install a brick driveway. I had planned on tearing out the old concrete slab. My builder says that since we have to raise the grade at house level about 6", that I should just put down a layer of sand over the concrete slab and then the pavers. I'm in Wisconsin and the driveway freezes solid. I'm concerned the water will freeze in the sand and heave the pavers. Where will the water go? The reason we are raising the grade is because the water collects at the garage door. Thoughts?
