An old style hinge that doesn't close on its own - any advice?

This is in our kitchen that was in place when we bought the house 25? years ago.

The right door of the 2 under the sink doesn't close all the way.

Normally, they pull closed when you give them a little nudge. a bit of spring loaded.

There's a bit of a piece of rubber in the hinge of all of these.

That right door is where the garbage can is kept. so it sees more activity than the left.

I don't see anything wrong with the hinge.

Any idea how to get the spring closing back?

THANKS!
