Staircase / wardrobe - which material to use?

I am a cabinetmaker that has taken on to build a staircase, that also is storage (wardrobes and drawers), and I wonder if anyone know what material it has to be made of? My original idea was to built the units out of 19mm melamine, but with a second thought, I started to doubt that it not will be strong enough (please, don't laugh at me). So my question is; is there any board-material that is strong enough for what I want construct? And if it has to be made out of solid wood, what wood and how thick? (Obviously, we want to keep the costs in the lower end). Please, help me someone who knows!

Several code issues, stairs are structural items, built with 2x material tied into the walls/floors/ceilings, not something made from cabinet materials. You would need to build correct stairs then fit the cabinets underneath!
