Are you sure the hinges have not been coated with a varnish type sealer? This may be the problem with cleaning them. An acidic type juice such as lemon juice (or even vinegar) and maybe a little salt for really bad spots should clean it. then rinse with water. Good luck.

Hinges likely have a lacquer coating. Hinges can be removed and soaked in lacquer thinner to remove coating. Then polish with quality metal polish. Wipe with thinner to remove residue. Then, spray a couple coats of clear lacquer on hinges.
