Is Simple Green Not Intended To Be Diluted?

Yesterday I bought a spray bottle of Simple Green (cleaning fluid).
I noticed it said "Concentrate."
But it is impossible to dilute the liquid when using a spray bottle.

Meanwhile some time ago I bought the gallon jug of Simple Green. It too was labeled "Concentrate."The liquid looked the same as the liquid in the previous spray bottle I bought yet before that. The jug had directions to make a strong dilution, a medium dilution, and a mild dilution. I made the strong dilution and it did not seem to clean well,

Was I doing things wrong and really supposed to use the liquid undiluted from both the spray bottle and the jug?

Guess I had never given it much thought but I always put water in the bucket when pouring from the gallon jug, using it from the spray bottle is not diluted but I guess in theory it could be!
