Old touchtone telephone

I have a Western Electric 2500 phone. Everything works except the tones generated don't silence the dial tone. In other words, Its like the tones are not recognized by the phone system. I can hear the tones in the handset. I was able to get a wiring diagram and everything is hock up according to that. Do I have a bad tone generator. I have an another old Western Electric that has the the touch pad in the hand set and it works and currently being used. Thanks

its called "breaking dial tone" the old Western electric tt phones where polarity sensitve so the first thing is to try reversing polarity on the jack

(swapping the red and green connections)

It could be producing only one of the tones, or off frequency.

if reversing the T&R doesn't do the trick, take the touch tone unit loose (screw on each side) looking underside you'll find contacts that make everytime you press a key... use a piece of paper in between the contacts as you press the key and clean each contact good.. usually one swipe will clean them fine..
