Unable to use modem on telephone line

I have two telephone lines that work fine for voice but when I try to connect a modem to them the line will not allow the modem to call out or receive calls from another modem. I have checked the modems and they work fine on other lines just not these two lines.

Can a phone line be setup for only voice calls and not data?

Is this a standard modem or is this a DSL broadband modem?

When you write "line" do you mean a central office (CO) line that has a specific telephone number or are you referring to jacks that are merely extensions to a single telephone number in your house?

Either case, I would first suspect a reversal of the "tip and ring" connections in the jack as being the fault. Try swapping the red and green wires in the jack (if it is an older four-wire cable) or the white and blue wires in the jack if it is a more modern eight conductor cable.

If you hook up a telephone on the same line, does the modem go of hook at all?
Some lines do not like pulse dialing anymore so you have to set the modem to the same as your telephones working at the line.

Some modems use 4 wires so you could put a telephone in series. The 2 center pins is to the C.O. the next 2 is for the telephone. Try a cord with only 2 wires. If the jack is wired for 2 lines, or for use with a telephone with illuminated dial the 2. pair may carry power for the illumination, this works not well together with the modem if you use a 4 (or more) wires cable.
