Associations simply tell Windows which program you want to open a certain type of file.
For instance, let's say you want Paint to open BMP files (and you have a file called "picture.bmp"), you would "associate" BMP files with Windows Paint. The way you do that is slightly different for each version of Windows, hence Chris' question.
Most paint programs, or graphics programs, will automatically associate themselves with picture files when you install them (most of the time, they ask you which file extensions you want to associate the program with.) So, my guess is you either need to install a paint program on your computer, or check the options in your program and tell it to associate itself with your picture files.
If you don't have a good paint program (btw, Windows Paint is not a good paint program), take a look at IRFanView - it's free.
Good luck!

Do you have a paint program? If so, which one? If not, read my last post. Have you tried looking through the options for that program? There's usually an option to associate the program with picture files automatically - use it, that's the easiest way to do it.
Try that.
