Error Message on Windows 98

I receive the following error message when trying to start up my Windows 98 system:
Invalid VxD dynamic link from VWIN32(01) +00000714 to device "0009" service 1.
Your Windows configuration is invalid. Run the Windows Setup program again to correct this problem.
To continue running Windows press Y or enter. To quit the current program press N. If you continue running Windows, your system may become unstable. Do you want to continue?
Press Y for Yes or N for No: Y
Pressing Y or N does the same thing--It goes to a greyish looking version of my desktop background without the icons and I can do nothing else at this point.
I have tried to reinstall Windows 98 but the same message reappears.
Any help (IN PLAIN ENGLISH PLEASE!!!) would be greatly appreciated as I am computer challenged when it comes to debugging these type of problems.

I never get to a screen that has the desktop icons to right click on My Computer so I can't open anything up.

You should be able to get the desktop to load by hitting crtl-alt-delete selecting new task button and type in explorer.exe
I agree that it sounds like you have a hardware failure in the machine. That will need to be address before the unit will operate fully again.

new video card?
Have you replaced the video card?
I used to get a similar message on my rebuilt win98 machine. Turns out the new video card that was supposed to be compatable with win98, wasn't. Put in an ATI All-in-wonder card and the latest drivers and no more problem.
Can you bring it up in safe mode?

Thanks for the help so far, but nothing suggested applies to my problem. For those that have replied, I have not replaced the video card and I can get to the desktop in the Safe Mode.
Does anybody have specific knowledge as to what my original error message is referring to?
Does anybody have another self help website I can be referred to that might have a specific answer for this error message.
Any help is appreciated.

You can follow mudders suggestion from safe mode.
The only web site I know of would be Microsoft's knowledge base. www.msn.com and go from there. Sorry, I don't have the exact url.
I understand your plight. But there are probably thousands and thousands of errors. The causes are more numerous, from a hardware problem to a software problem to a virus. In other words, you have a better chance at winning the lottery than getting exact info on the cause and fix for your problem.
But don't expect much help. You will probably find the error message in their knowledge base, but the repsonses won't be much help.
I would relolad windows over itself without reformating the hard drive. Then reload the drivers.

I was able to find the exact error message on Microsoft's support web site and my computer is once again booting up with no problem.
Turns out I had to restore my system registry to an earlier version. (Microsoft Knowledge Base Article 315573)
