Unhappy xp startup problems

I have an IBM think pad and use win xp pro
After I startup only my wallpaper is visible(no icons,start button or toolbar). If I go to safe mode and highlight Directory services restore mode, the computer loads win xp and all my connections are visible and working, it is a pain in the butt to startup in safe mode all the time. I resently had the blaster virus and removed it with the patch 823980. The computer was fine for a day and now this. I tried restoring my setting from a previous day but the virus reappeared. I think it is an issue with my windows personal settings but due not know how to change them in safe mode properly, I have tried to change settings but when I restart, same thing happens. I run norton anti virus. I have tried to update win xp but do not know if it took in safe mode.
I have spent too much time on this

to get rid of the virus, you need to disable system restore,reboot,get rid of the virus.

For your icons:
right click a blank area of your desktop,choose "arrange icons by", and check "show desktop icons".
