useable RAM

have 512 on a new compaq, only 215 or so is available. should it be more or am i being too picky?

More info, please

Does the computer only recognize 215 or does it recognize the entire 512 and you are using 58%?

What applications are open when you check the memory? What OS?

Well, that all depends on what's running - and what has been running. If this is during normal working hours - progs open, IE running, OE running, AV/FW, etc all running - this it's pretty normal on an XP machine (if memory serves.)

RAM is not so much the important factor - it's the Resources summation that you should be concerned about. Page File usage, CPU usage, GUI, etc etc. Use Ctrl-Alt-Del to see what your resources are looking like - Resource Meter under Win9X.
