Re-starting computer

Could some explain why most of these programs that you install on your computer ask you to "restart your computer". What exaltly is happening to that program when you re-start?

Sometimes a program needs to install an updated version of a DLL. If the old version of the DLL is loaded and in use on your PC this cannot take place. The installation program leaves instructions that cause the old DLL to be deleted and the new DLL to be installed when the computer is booted the nect time.

Some programs just make a blanket statement about rebooting, just as some programs make a blanket statement about the need to stop all other programs before installing theirs.

The bottom line is that sometimes a reboot is necessary, other times it isn;t. There is no real way for you to know when it is and when it isn;t required, so it's a good idea to reboot before running a program when the instructions indicate to do so.
