The DVD-ROM drive will read them, most likely.

To write them, there should be a DL logo on the DVD burner.
You can look for the make/model/firmware revision in the device manager, and look up that model on the drive manyfacturer's website.

Download DVD Identifier:

It's free, and it'll tell you the write capabilities of your DVD drive, as well as anything you ever wanted to know about your blank DVD media.

For example, here's what I get when I put a blank Maxell DVD+R in my Plextor PX-716A (which is dual layer capable).

If you have Nero, it has a similar screen as the one posted by airbiscuit listing what types of media you can use. From the Nero Smartstart menu, click on Get System Info located in the Extras menu.
