If I was going shopping for someone to design and provide a service to design and create a web site, what is a ballpark figure an what this would cost?????

I have a friend that's very good with web sites, everything custom, will do any kind of a backend if needed. His pricing ranges from $5000 up to $50,000 dollars and more. He won't do simple pages.
If you want a simple static site with a few pages, many isp's and webhosters can offer you a "do it yourself" template for free...

Like the previous comments, it can range from a couple hundred $$$ to 10's of thousands.
Just figure out what you want then start contacting some people to get quotes. Most should be able to give you free quotes.
If you want a starting point, look at this website:

Like the previous responses said, if you're looking for something very simple, no fancy graphics, etc... most ISPs give you the tools to this kind of stuff.
