volume control monitor speakers

I have a HP 19" lCD monitor with built in stereo speakers. the volume can be controlled by the keyboard and the monitor.

When I use the keyboard to increase the volume the max volume is much lower than when I use the buttons on the monitor.

Is there a way to either sync the two or make the monitor the primary volume(controlled from the keyboard).

I tried looking in control panel but couldn't find anything.

The volume control on the monitor controls the volume based on the incoming signal. It can only work with what it is given. Set the volume on the monitor to be mid level and then use the meyboard controls if you wish.
