Check the end of the 15-pin cable to make sure there are no bent pins.

video out puts

power off the pc
open up the pc case
pull out the video card
reseat the video card, most motherboards
have a locking tab to make sure the video card does not rock out loose. make sure the tab is engaged at the end of the video card
now power up

another note

most dells have built on board video
and thus if you have installed a 2nd video card
the dell will automatically disable the onboard video

if you plug in the monitor to the wrong 15 pin terminal, you will not get signal out to the monitor, so i do not know if you got a 2nd video card with a 15 pin vga out
