I don't use my webcam, but there is a program called Cyberlink Youcam that opens it up. I also have an hp.

Considering you haven't mentioned what specific model laptop you have and when it was purchased, it would be hard to determine what exact software was bundled with it.

However, I have installed between 30 and 50 HP or Compaq portable computers over the past 2 years and on each one the user could use the software of their choice since the drivers were installed by HP. Examples of this software include YIM, AIM and other instant messaging programs.

To my knowledge, there is no basic camera recording software bundled on any of these portables.

Because these are webcams, they are not intended to be video capture devices like the Logitech professional series that medical offices use. They are intended to be used for video messaging, but I am fairly confident that if you got your hands on some capture software this camera would be supported.
