Computers have internal fuse/circuit breaker?

I have a HP XT963 with WindowsXP.
Won't turn on.
Partially disassembled it. Front on/off switch checks OK.
Removed power supply, but didn't attempt to dissemble it.
The green LED on the back side by the power cord
is dim, not bright like it used to be.
Is there any internal fuse? I don't see any.

atx power supply test

you can test the atx power supply

Test ATX Power Supply
have it disconnected from the mother board and make a small wire jumper, if it turns on then it works, if not it's dead.
