Dish reception thru glass
I live in a building where each unit has a class enclosed balcony.
Could the dish TV work through the glass?
If not, is there any way besides my isp I can get reception with?

Normally, the only issue would be if there was a metallic film applied to or in the windows. If you had a clear shot to the satellite I doubt it would make any difference.
They make plenty of those flat TV antennas for picking up broadcast signals and those seem to work fine.
The company/installer should be able to test and tell you if it would be ok.

Having an installer is a good idea b/c then he can "hands on" determine if it will work and how well.

As mentioned an installer could tell you better but I would not get my hopes up. The frequencies are pretty high and the power is quite low from the satellite which means the radio waves are easily blocked. Rain and even a coating of ice are enough to block the signal from my dish. One option to consider if you've just gotta put a dish on your glass patio is a dish meant for extreme latitudes. In the far north they use dishes that are much larger than what's common in the lower 48. It might be enough to get the signal you need but since it's not standard the price would probably be considerably more.
