mahjongg tilesets

I want to make and put selected pictures on tiles for the game of mahjongg. Can anyone tell me how to create your own tilesets and with what program,files or software?

depends on what format the tilesets from the game are. many of your better paint programs offer several different file types that you can open or save as. (such as psp6 or adobe photoshop 8) The easiest way to see if you can add tile sets to the game is attempt to open one from the game under a paint program and manipulate it(save the original in a backup directory so you can restore it) if you can manipulate it, all you need to do is take the selected (or desired) photos you wish to incorporate into the game save them as the .tiff/mpeg/gif/bmp or what ever (if supported by the paint program)in the folder where the game tilesets are located.

but, first open one and get the dimentions so that the newly created ones are the same size, if they are not you may have problems when the game attemps to use em.
