Defender offline scan

Hello
Windows says to run Defender offline for stubborn malware.
I have ver 1607, build - 14393.321
I had upgraded from 7 on my 5 year old Dell desktop.
I then performed a clean install with a .Wim DVD form Windows. I also have one from Tech Bench I did not use.
M.S. has not found the answer why Defender which is part of the OS cannot scan offline. It just says in red that here is something wrong and to try again.
I have MBAM only and the Windows firewall is set to default.
I ran SFC and a full scan with both programs and there is nothing wrong.
I read that there could be an issue with Defender's offline.

My laptop which is quite similar has no problem but it did take about 4-5 times before it cooperated.
What do you think?
Peter

This is a statement I took from my post indicating I cannot click scan offline o have it work.

I think

I had upgraded from 7 …
means W10 is being used and thus scan offline is embedded in the OS, and as peterr repeated 2X, I think we have to assume the procedure “How to Find and…” is not working.
