Win32 application

I have windows98.I am trying to open a file called default.tls and I get the message that it is not a valid Win32 application.How can I open this file to view and edit?

have you tried opening a dos window and typing edit default.tls?
make sure your in the correct directory other wise will get a "file not found" use cd directory name to navigate in dos mode.
