Difference between mAh and mWh

I am interested in purchasing either an iDeaPlay or a Halo Bolt charging device the iDeaPlay says it is 12000 mAh, while the Halo Bolt says it is 44000 mWh.

Which is best, or which has the most power?

How many volts are the units?
To get the amp hours divide the watt hours by the voltage. Then you can compare.
12000 mAh (milliamp hours) = 12 amp hours.
44000mWh = 44 watt hours
Assuming these units are 120 volt then 44000mWh = 3.7 amp hours

I believe the OP is referring to automobile jump start units.
Ratings are just a number on a tag and they are often inflated or shown in obscure ways.

There are videos on most of the chargers. Watch them. Read the reviews.

When searched the units they came up as battery packs for charging your cell phone, ipads, etc. so I used 120 volts.

If they are strictly for charging devices then they would be 5v USB power.

If you can provide exact model numbers we can give a better comparison.
So far it has all been guessing.
