Computer start up problems..

I've recently been getting a Windows Illegal operation message before Windows 98will start on my computer..
The message is .. MSGSRV32-Illegal Operation,
Details:
Caused an exception 10H in module
Devcon 32.DLL at 018F:100127dc

then continues on to mention stack dumps and such.. which are all like reading some form of ancient Greek to me unfortunately.

Does anyone know how to correct this ?
My vendor keeps telling me I must have a virus.. yet
earlier this year I sent him the CPU and he says he
fixed it and installed Norton Anti-Virus... 2001, which
I've run a few times and all reports fine within that program.

Have had minor luck with hitting the F8 key on startup, then going into a normal setup routine.. but this comp isn't a year old.. and I don't trust the vendor any longer.
Any ideas..?
Any help would be greatly appreciated
