Can't help with Cdn price, but I'd recommend Sound Blaster Live!Value. It's $32 US for the 16-bit PCI card.
It has external jacks for microphone, front and rear speakers, and line in and out, but also has three internal jacks, plus a modem jack (for voice modems). This is useful if you have a CD reader and a burner (both can play thru the sound card).

A lot depends on what you're planning to use it for. For instance, I have a TV card and can play DVDs on the computer as well as thru a TV, both using the sound card, but I had to mess with jack adapters and route it thru the microphone jack. I had to disconnect the microphone which I wasn't using.

If you want use 5.1 sound, you should look at the Sound Blaster Live! Platinum or DE 5.1.
