Outlook Express

I am running Windows 98, with IE 5.5 and Outlook Express. Everytime I try to run OE, I get an error message: "Outlook Express could not be started because MSOE.DLL could not be loaded."

If anyone has any ways to correct this it would be greatly appreciated!

Suggested:
Run Command: %comspec% /k dir c:\progra~1\outloo~1\msoe.dll
comments:
? does msoe.dll exist, and is it in its standard location
return info: MSOE DLL 1,174,288 (bytes) + (date) &(time)
Closing Run Command DOS box: 1. click close [x] ~or~ 2. type exit then press enter.
!The Run Command DOS box differs from a WinDOS session started from MSDOS Prompt.. Exit is mandatory in a WinDOS session.

Run Command: notepad c:\progra~1\outloo~1\msoe.txt
comment: read ths file.
