Do joists always have to be vertical to or attached to ledger??

I am planning to build my first deck. It will be multi level. The top level will be about 6 feet off the grond and it will be approx 30' x 15'. It will be vertical to my house instead of horizontal. The ledger will be a 10 foot ledger at a recessed part of my house. Its recessed about 7 feet. Once it gets past the recessed area it will wrap around one side of the house for about 5 feet. This is how it will be 15 feet wide. Since the ledger is on the short end, will the joists be attached to the ledger or run the other way. If they are attached to the ledger, then they probably can't run the full length of the 30 feet without either a beam or another cross joist.
