deck railing advice

I'm purchasing a vacation home - the deck (10 feet above ground) has a basic railing system of 4x4 uprights, 2x4 rails and vertical ballisters. The problem (pointed out by inspector) is that the top of railing is too low (est about 32 inches) and the ballisters are speced too far apart (about 8 inches). Both of these concern me with small children.

Should I just tear down the railings and start over?

I wouldn't tear anything down. Just modify the railing to meet code. How much higher does railing need to be to meet code? 4"? 6"?Add to top existing 2X4 by sandwiching a pressure-treated 2X-whatever necessary between two new p-t 2X4s and screw, bolt or nail to existing top rail. You can either add balisters in between the 8" spaces, or install p-t lattice work over existing balisters (easiest to do). Check with the local building inspector for code, and make sure that whatever you do will pass. Good Luck!
