To find out how big a post one needs to have and how deep one needs to go for a deck that is going to be over 10' high. Do I call the city builder inspector to get this info on the building codes for building a deck...

Lots of people would choose to use 4x4 for this, but a 4x4 that long will twist badly in a short while. I would recommend 6x6.

As far as the depth, your local code will prevail. Call the building code enforcement folks and they'll give it to you straight. You usually need to provide a drawing of your project to them for a permit anyway.

Yes, contact your local building permit department. Take a drawing of your deck with you. Good Luck
