Building a deck on top of a verandah roof

Hi
We have a back verandah with a slightly sloping roof that gets great sunshine. It would be really great if we could build a sort of deck on top and then replace both our back bedroom windows with slider doors that open on to the deck which would also have a railing all around the edge. It would look very much like a balcony on top of a back verandah roof.
We'd like to know if this requires a permit ? Would this be a problem with neighbours ? we want to put up trees so that we and they don't ogle into one another's back yards. Also, can any neighbours legally stop us if we and they can already look into one another's back yards from the upper bedroom windows ?

You are very much aware of the things that can make you work
day and night to make every one happy. First thing first,
go to the building department and check, they can tell you most of what you need to know. If you are in a planed community they may have some control over what you can do.
but as for the deck you can build it on duck boards. Duck boards are just layed on the roof runnig up and down no nails no nothing to hold them this keeps from making holes in the roof now lay your deck board on the duck board just as you would on any other deck. the duck board should be spaced like joist on 16" or 24" center depending on your deck material..but for your oun safty get a permit this will make the finised product much safer. you are the one who will be responsible should any thing EVER happen...
