Formula for staggering decking

I'm building a deck, we'll say it's 21'x16'. The joists are 12" oc and run 16'.

How can I figure out what length boards to use (12, 16, or 20) to cover the deck, with a minimum of waste, with a uniform pattern?

Are you thinking about running the decking in the 16' direction, or the 21' direction?

If you are running 5/4X6 or 2X6 in the 16 foot direction (16 footers work perfectly), you would need 47 deck boards, and the waste is virtually zero.

If you are running the decking in the 21' direction, you would need 47 16 footers, have a joint in every run, but the waste is still virtually zero.
