restaining after soild satin has flaked off

I have an large old PT deck, has a combo of old and new decking. Three years ago I made the mistake of staining with Valspar solid oil based stain ( got it free from a friend who works for Valspar). So every year I have had to restain due to flaking off and pet wear. This year the winter was so bad it was a falking mess. I decided to have it pressure washed and restained (thinking that is was flaking so bad the pressure washer would take all the solid stain off). Well it didn't come all the way off and now I don't know what to do.

Is it worth all the work to strip it all the rest of the stain off and then clean it again or should I just use a good quality solid and hope it is better than the Valspar?
