Attaching a ledger to a cinder block wall

I'm planning on attaching a ledger board for my new deck to a cinder block foundation wall. My plan was to use bolts/washers/nuts and drill through to the back side. I'm a bit worried about cracking the bock. Any tips or alternative ways to attach to the wall?

The obvious solution would be to change the plan and make the deck free-standing. Drilling holes in a cinder block foudation, especially if the tubes inside the blocks are hollow!) is going to weaken the foundation.

If you DO ledger the deck to the wall, then use steel plates (3/16 thick, 6" square, or whatever size your local bldg. dept. calls for) on the inside of the wall where the bolts occur.
