Question How to build 14" high deck?????

I have a question. I want to build a deck that is 14" off the ground. This would be 20 ' long (along house) and 10-12 ' wide (perpendicular to house). Decking would run parallel with the house. I have talked to a couple different people and they are all telling me different things.

1. I can't build it 14" because you must have a beam underneath the joists.
2. I can just use joists hangers to attach the joists to the ledger and the rim joist but only if I go 12" OC instead of 16".

What is the correct way to build a deck such as this and what size joists, ledger, etc... should I use? What techniques should I use?

The answer I got from the reading was that it is ok to attach the joists to the rim joist (beam) with joist hangers.

What size joists do you think I need to span 12' and should I double up the rim joist?
