low cost waterproof deck floor (second story)
I have a deck, it is on the second floor level, I try to convert the first floor under the deck to be a three season room, but first of all I must make sure the deck floor is waterproof, now, it is the wood deck, and any good idea for a low cost water proof deck floor, I heard that the vinyl is not temperature proof for New York winter (and summer as well).
Any suggestion about the material, thanks in advance.

None of the commercially available systems (Under Deck, Dry Below, etc.) are going to meet your requirement of "low cost". The only way you will meet that is by devising and building your own system. Corragated roof panels, either fiberglass or metal, could be made to work. It will just take a lot more time and creativity on your part.
