Exterier caulking
Looks like caulking gone bad where my deck meets with door threshold.
What is this material? It looks like some white transparent caulk but not the one we use for bathtubs. I see this same material used to caulk everywhere the deck meets with the exterior building wall . Just to let you know that our door threshold is metal one.

Hard to say without seeing it. Clear latex caulk goes on milky, dries clear and if it gets wet enough will get milky again until it dries.
Anyway all the bad/failed caulk will need to be removed. If the substrate is good and dry - use G.E. silicone [unless painting/staining] otherwise use a good siliconized acrylic latex caulk.
