do i have to use treated wood for a painted deck

I am planning to build a fairly large deck (16 by 40) I plan to paint the deck white. Other thanthe decking limber, do I have to used treated wood?

I would use treated wood. It should last longer. I recently asked the same question to a carpenter that was at a house I was also working in and he suggested I lay a waterproof membrane made from rubber or something similar on the tops of all the beams so water running off the deck between the boards cannot penetrate the tops of them and cause premature rotting, etc.

He also suggested if using treated lumber I should wait a while before painting for the wood to season and to use a solid color stain instead of paint. There may be some truth to this as my last deck was stained right after I built it and the stain began peeling within a few years as moisture came out of the wood

I'm not sure of the validity of all of this info but it seems to make some sense. Anyone have a more informed opinion?
