How to lay flagstone over existing concrete pool deck

I have an in-ground pool that has a concrete pool deck. I am wanting to lay flagstone over all of the existing concrete. I have purchased some 1 to 1 1/2 inch thick flagstone in an attempt to not raise the level of the existing deck more than I have to.

What is the correct procedure for laying flagstone over a concrete pool deck? I was thinking of basically putting them down with a relatively thin layer of mortar and then mortaring the joints. Also, will I need to allow for any kind of expansion. The existing concrete deck does not currently allow for expansion. If it matters, I live in Dallas, Texas.

Do you plan on replacing the coping, lifting the skimmer covers, etc?

Thanks for the reply.

Currently, the concrete deck goes all the way to the edge of the pool - in other words, no coping. My plan is to take the flagstone to the very edge closest to the pool and not use anything different as coping. I will use the straightest pieces possible on the edge. I had already counted on having to lift the skimmer cover, but don't think there is anything else I will have to lift.
