Redoing 2 year old deck

We just moved into a mobile home that has a 2 year old wood deck. The floor is painted red and the rails are grey but it is in desperate need of being redone. The paint is dulling and chipping and the water just sits on the floor until it soaks through. Can anyone help us through this process? We don't know where to start or if we can just buy paint and paint over what is there? We live in Florida so the sun just beats on the deck all day. Any steps to get us in the right direction will help.

I'd start off with a good cleaning. Use a bleach/water solution and rinse well. A pressure washer will make the job easier.

I lived/worked in fla for a number of years and I'm familiar with how the intense sun affects paint. If you are fortunate enough to remove all the current paint, I'd use a waterborne semi-transparent stain. Otherwise use a latex solid stain. Oil base coatings just don't hold up well in the florida sun.
