Deck lumber: Composite or PVC composite?

I may be using the wrong terms but here's the explanation:

We have a 20x12 deck, the floor boards are in bad shape due to previous owner not sealing them. I am going to remove them and replace them with composite. I went to Home Depot and they had two options:
  • Composite $22 for 12' board
  • PVC composite $11 for 12' board
Which is stronger and more durable?

The same question can be asked for Vinyl railing vs pvc railing.

Is the PVC textured for use as a floor? If not its going to be a disaster when it rains. The only PVC I've seen in my area is the type used for fascia/trim or the type used for railings.

What BRANDS are you looking at? HD in this area has 2 brands -- Veranda and Trex. Both are a composite. There are PVC deck boards available -- Azek, Kodiak Korelite, and a few others, but they are more expensive than most composites.
