installing a ledger board

I have removed the old deck and all of the T111 siding behind the ledger board has rotted because it was never flashed and sealed. My question is this should i replace the T111 and attach the new Ledger board or can i attach the ledger board directly to the rim joist and studs.

The original ledger should have been attached to the house rim, anyway. Cut away any damaged wood and attach your ledger using 1/2" HDG carriage bolts, the apply flashing from under your siding to over the ledger and out over the joists slightly.

Build the new deck free standing. You don't need a ledger board at all.

With free standing, you could make repairs to the siding and call it a day, as Pulpo said.

Check with your local B.D. on free-standing. You may have to set the new piers within 5' of the house as deep as the basement footing. OR, at least below the frost line for your area if a crawl space foundation. Some accept the small pier blocks, check and see.
