Patching concrete steps

Have some concrete steps that were put in several years ago, and while the overall structure is still sound, all the steps are to some degree cracked with pieces missing on the edge (The bottom step has a missing chunk you can half see some rebar in)
So, how do we repair these steps? Also, the pro who put them in, didn't properly seal the place they hooked into the building so we'll need to use jacks, 2x4's and heavy pipe rolers to move them out of the way to do some repairing before moving them back. Any advice on the procedure, and afterward are there any tricks for sealing things properly so we won't have to do this particular project ever again?
