Privacy fence

I power washed my wooden privacy fence before repainting it and the top board has cracks and holes in it from rot. Is there something I can coat it with so the water won't make it any worse. I am afraid the water will lay in the cracks and holes and rot the wood worse.

Going to need a picture to see what the fence looks like.
Why not just replace the rotted wood?
