How do you secure a 4x4 to a dek-block or handi-block and then the joist?

I have looked at all kinds of plans. When you put the 4x4 into the dek-block or handi-block, how do you secure it? Is it just gravity?

When you attach the joist to the 4x4, how do you do it? Do you put the joist on the side of the 4x4 and screw it in or nail it? Do you put the joist on top of the 4x4 and toe-nail it? Something else? I can't find the information. Thanks for any help.

There are some pics that will help. I don't know if those dek-blocks meet code. Joists go on top of the 4x4 & you can use Z-max brackets from Home Depot, to secure them.

Not sure what part of GA you are located in, but you may get by with dek blocks in the Southern part. We can't here in the mountains. In certain instances we can't even pour individual sonotube footings. We have to pour continuous footings to keep the mountain from shifting from under the deck.
Here's what you need to know in PDF format. Lotta reading, but good information and up to date code references. http://www.awc.org/Publications/DCA/DCA6/DCA6-09.pdf
