Question

I would like to construct a deck that is 10' from the house to the support posts, but I would like to extend it 3' past the posts. If I use 2x10" joist is that an exceptable application??

Yes, you can extend the 2x10's 3' past the edge. but, you will need a support with cross joists 5' out from your house. 2x10's will not support a 10 foot deck span. It will be too bouncy, and you will get breaks.
