Pavers over cracked concrete patio

I am thinking of covering the old concrete patio , about 22 by 14 , cracked and not completely level with pavers as opposed to building a deck , cost wise . What's the best method , a layer of sand , there's no need for layer of base stone ?

there's no need for layer of base stone ?
In winter where will the water (ice) go? You will need to have water drain away. The concrete slab will not do that. You will have frost raised pavers in the spring. The sand is only for leveling the pavers.

i'm not so sure its a big deal,,, IF you've got large sections of conc that protrude above the general elevation of the conc patio, repair them 1st,,, then perhaps a layer of mason's sand & install the pavers sweeping polymeric-sand between the jnts,,, yes, plan for drainage when thinking the work thru,,, @ least that's what i'd consider if still living in binghamton ( upstate )
