Was patio cemented wrong?

Was patio cemented wrong?

Hi I just had my patio torn up and redone before they cemented it they had
left good size broken up stones from the old patio on the ground and even them out so the cement would be curved away from the house,
when the job was done it looked really good but after drying over night it looks like some of the stones under neath are showing thru the cement, IS this Normal, it just does not look like it should to me. What could be wrong, I have to know asap? Thank You, any help would be appreciated. They still did not cash the check I gave them!!

PS: It could be considered white substance in big area's but I was getting the impression
the cement was thin in the white area's
Anyone have any idea's on this?

A picture would help a lot but it is normal for concrete to take on a blotchy appearance as it cures and dries.
