Enclosing porch and making a 3 season room

I am looking to enclose an existing porch 18'3" x 7" x 7'3" tall (deck to ceiling).

The porch is on wood supports without frost protection. I need to decide a proper foundation.

I have a building permit and am looking at using sonotubes with rigid insulation below the floor joists and fiberglass between the joists or a concrete wall footings with maybe a short block wall on top. 45" is our frost line.

The block system seems to be R30 (foam blocks into which you pour concrete) then you hang the floor joists on top of the walls.

I am wondering how much warmer the wall v. the sono tubes will be. The space will be heated with a solar air heater and is designed to be a 3 season porch/greenhouse. We have a tight budget but do not want another cold space.

Central Vermont is the area.

I am confused by the mixing of sonotubes and poured concrete foam blocks. I have never seen the two used together. It sounds like you are totally nuking the existing deck and building new?
