Question Remove brick or use anchors in this situation?

Here's the situation:

I want to remove the worn out old stairs and extend the deck farther along the house.

My question is: When I add the ledger beam to the side of the house, would it be better to use masonry anchors to the brick, or to knock off the top few rows of bricks? (It's a regular wood balloon-framed wall behind).

Not a balloon framed wall unless this is a really really old house.
Good question for your local building office.
Not allowed to just attach to a brick fashia around here. Free standing deck or through bolts only.

Same here. 2009 IRC prohibits even sandwiching to the brick into structure. You have to knock it out and fasten directly to foundation wall. You might get a variance if you brick is indeed structural, but any cosmetic brick (even full sized ones) aren't considered worthy of carrying the load and might lead to failure.
