Need advice on installing paver patio

I recently removed a shed that had a cinder block and stone foundation. Haven't been able to get in there yet, but estimating it is 12"-16" deep. The research I have done says to have 7" under the pavers. Do I need to add fill dirt to get to that 7"? Can I keep the larger stones at the bottom under the paver base?

Any advice would be great, trying to do my best to not spend a ton of money but want to make sure it is done right!

Not clear on what material is there. If it's large crushed stone or the like I'd leave it if it's solid and well compacted. Just use more paver base material to get up to level you need.

If the current material is really coarse and there are gaps and spaces between the stones, I'd put down a layer of geotextile fabric first to prevent the paver base from sinking into the spaces and gaps.

It doesn't hurt to have thicker base as long as it's well compacted in 3 or 4 inch lifts max.
